It is not floor warming but  full house heat. 
Unfortunately many companies are selling floor warming systems as heat. We carry all European cable as these cables are inspected at EVERY step of their manufacturing. We cannot say that of the Chinese cables. The UL process, although good, does not require the exstensive oversight with which we feel more comfortable. The European Cables have an excellent record. The small extra in cost is well worth the lack of worry.
We shepherded the Acatel Nexan cables through the US UL listing in 1984a and thus introduced one of the finest cables made into this country. We also like the danish, Dan Foss Cable and The Dutch- Indian collaboration by Magnum as a slightly less expensive brand. We carry the Magnum floor warming system  and await their pending UL listing.
We sell electric floor heating systems all over the country- for one room, for large homes and entire condominium complexes, One of our first was in Telluride, Colorado at over 7,500 and 25 years ago. The systems still work smoothly with not one hitch!!!
